Kempsville Middle School Administration

Dr. James J. Smith
Principal

Born and raised in Pittsburgh, Pennsylvania, Dr. Smith learned early on from his parents, Robert and Donna Clark, the importance and value of a sound education. Upon graduating from high school, he enlisted in the military where he served in the 1st Battalion of the 22nd Infantry. Having attended several military schools, Dr. Smith learned the true value of leadership.

Dr. Smith’s degree and post-graduate degrees include a Bachelor’s in Elementary Education and a Master’s in Reading from Clarion University of Pennsylvania. He earned an Educational Specialist Degree in Administration and Supervision from The George Washington University and a Doctoral Degree in Educational Leadership and Policy Studies from Virginia Polytechnic Institute and State University.

As an educator, he has spent his entire career with the Virginia Beach City Public School System. Prior to administration, Dr. Smith taught fifth grade for five years. His experience working with students, ranging from gifted to special education, has emphasized the ideology that students all have their individual talents, academic and

affective needs. In November of 1998, he was named News Channel 3, Hampton Roads Teacher of the Month. The following year, Dr. Smith was honored with the Tagged by the Superintendent Award for his dedication and service to his students.

As an administrator, he has served at both the elementary and secondary school level. Now as a leader in education, Dr. Smith was once again tagged by the superintendent, and in March of 2003, he was a graduate of The Futures Project Principals’ Academy I. On April 20, 2005, Dr. Smith defended his dissertation entitled, The Relationship between School Division Climate and Student Achievement of School Division in the Commonwealth of Virginia.

Ms. Stacy Bland
Assistant Principal

Ms. Bland is a native of Dinwiddie County, Virginia and graduated high school from Dinwiddie County Senior High School. She attended Old Dominion University and acquired a B.S. degree in Elementary/Middle School Education. Ms. Bland obtained a Master’s degree in Administration from Norfolk State University. She has been with Virginia Beach City Public Schools for 13 years, where she started teaching at Princess Anne Middle School and was there for 8 years. After she left Princess Ann Middle, Ms. Bland became an Assistant Principal at Brandon Middle School and is now looking forward to coming to Kempsville Middle School.

 

Mr. Joey Phillips
Assistant Principal

Joey Phillips is a U. S. Navy Veteran who grew up in a military family. He received a BA with honors in Fine Art and Political Science from St. Mary’s College of Maryland, later he earned an M.Ed in Special Education from George Mason University. Mr. Phillips received his Ed.S in Administration and Supervision from Virginia Tech, and is currently enrolled in the Doctorial Program at Tech. He is working toward his PhD in Educational Leadership.

Mr. Phillips first entered the classroom as a teacher in 1988 when he worked as an art and PE teacher (K-8) at two private schools in South Carolina. He took a break from teaching while working on his M.Ed at George Mason. At that time he was employed by the Department of Commerce in Washington DC as a Printing Specialist and Layout Artist. Mr. Phillips returned to the classroom as a middle school special education teacher in Fairfax, Virginia.

The Phillips family moved to Virginia Beach in 1996. Mr. Phillips worked as a teacher for SECEP at Salem Elementary and at Princess Anne High School before joining VBCPS. He was a special education teacher at Salem Elementary for five years before moving into administration. While at Salem Mr. Phillips was honored to be named their 2002 Teacher of the Year. Mr. Phillips was an Assistant Principal at Independence Middle School for three years before coming to Kempsville.

Joey Phillips is the father of five and grandfather to one. He is excited to be a part of the Kempsville Middle School community and looks forward to working with the students and staff of KMS

Lisa Masisak

Student Activities Coordinator

Lisa Masisak has been with Virginia Beach City Public Schools since 1995.  She began her career as a Health/PE teacher and elective teacher at Princess Anne Middle.  She transferred to Kemps Landing Magnet School in 1996 where she taught elective courses and Health/PE.  In 2000, she accepted a position as the Student Activities Coordinator and continued teaching class.  Mrs. Masisak then transferred to Kempsville Middle School in 2002 as the Student Activities Coordinator. 

She holds a Bachelor of Science degree in Health and Physical Education with a Gifted Endorsement.  She also holds a Master of Education degree in Curriculum and Instruction

 

Judith L. McNulty
Guidance Director

Judy McNulty is a native of Miami Beach Florida who has made Hampton Roads her home.  She attended the University of Miami graduating with a Bachelor of Arts Degree in Sociology and Political Science.  She was a Brandeis Scholar at the Hebrew University in Jerusalem, Israel studying Sociology and Anthropology.  She later attended Old Dominion University and received her Master of Science in Education Degree in Guidance and Counseling. 

Mrs. McNulty has 25 years of experience as a high school and middle school counselor.  She helped open Larkspur Middle School and has spent the last eight years at Kempsville High School.  She is a member of the Virginia Counselor Association, Virginia School Counselor Association, Alpha Delta Kappa, and a Licensed Professional Counselor.

Judy McNulty is the mother of two and step-mother of one.  She and her husband reside in Chesapeake where they enjoy boating, fishing and travel to sunny climates.

Madeline Fodrie
School Improvement Specialist

Madeline Fodrie is a native of Franklin, Virginia. She attended East Carolina University and Old Dominion University graduating in 1985 with a Bachelor of Science in Elementary/Middle School Education. She later returned to Old Dominion University and received her Master of Education degree graduating as a member of Phi Kappa Phi Honor Society.

Mrs. Fodrie taught fifth grade in Franklin, Virginia for nine years and eighth grade English in Virginia Beach for six years. She is currently in her seventh year as School Improvement Specialist.
